Correctional Services Bureau Delegation Attends International Day Against Drug Abuse and Illicit Trafficking Event in Guangdong and Tours Conghua Prison and Yingde Prison (2019-06-19~22)
On 19 to 22 June, an eight-member delegation of the Correctional Services Bureau, headed by Director Cheng Fong Meng and consisting of Director of Coloane Prison Ng Ioi On, Head of Public Relations and Information Division Vong Ka Nun, Head of Social Assistance, Education and Training Division Ho Sio Mei, and Head of Organization and Information Division Ung Pou Hong, attended the Guangdong judicial and executive systems’ International Day Against Drug Abuse and Illicit Trafficking (26 June) promotional event, held by the Guangdong Department of Drug Detox at the Sanshui Rehabilitation Centre, and toured the Conghua Prison and the Yingde Prison under the Guangdong Prison Administrative Bureau, learning of the efficacy and development trends of the drug rehabilitation and correctional services in Guangdong province as well as the construction and application of their intelligent prison systems. The visit also provided valuable reference material for our continual development of drug rehabilitation services and an intelligent prison system.
On 20 June, the delegation attended the Guangdong judicial and executive systems’ International Day Against Drug Abuse and Illicit Trafficking (26 June) promotional event organized by the Guangdong Department of Drug Detox at Sanshui, listening to the event staff’s presentation on the overview of Guangdong’s drug rehabilitation efforts and the relevant results, as well as touring the Sanshui Drug Rehabilitation Centre’s facilities including its vocational training centre, simulation area, and art therapy room, to learn about the daily management of the Centre and the living conditions of drug abusers under treatment. The activity enabled our further understanding of our country’s uniform drug rehabilitation mode and the theory and practice of the newest treatment schemes such as those that include exercise and intelligent drug rehabilitation programs.
Moreover, accompanied by Mr. Li Jingyan, Director of Guangdong Prison Administrative Bureau, our delegation also visited the Conghua Prison and the Yingde Prison of Guangdong, touring their command centres, exhibition halls, knifeless kitchens, production workshops and detention facilities for an understanding of the measures of prison administration, correctional officer training, and education and reform of inmates in force in the two places and their efficacy. The delegation also had an in-depth discussion on topics such as the construction of an intelligent prison system, the management of the “Internet+Prison” initiative, the e-commerce system for inmates’ purchase of items, the video conference system, and the new mode of psychological corrections with the personnel of the Prison Administrative Bureau and the two Prisons, in addition to sharing experiences and views on prison administration and education and reform of inmates. The special police unit of the Yingde Prison also carried out for our delegation a simulation exercise for a riot in cells strategically and speedily quelled by the unit members.
The visit and exchange provided a valuable opportunity for the Correctional Services Bureau to observe and emulate best practices, which would facilitate our development of an intelligent prison system and further improvement of correctional administration standards. The Bureau also hopes to seize the opportunities brought about by the development of the Guangdong-Hong Kong-Macao Greater Bay Area to further the exchange, cooperation and sharing of experiences with the prison and correctional departments in cities across the Area, so as to promote the continuous improvement of our correctional services.
