Correctional Services Bureau Holds Officers’ Swearing-in Ceremony (2020-03-31)

On 31 March afternoon, theDirector of Correctional Services Bureau Cheng Fong Meng hosted a swearing-inceremony of 19 officers of ColoanePrison, who took the oath administered by the Director to officially assume their post, in the sight ofDeputy Director Loi Kam Wan, Director of Coloane Prison Ng Ioi On, Director ofYouth Correctional Institution Yu Pui Lam and Acting Head of Organization,Information and Resources Management Department Tang Man Sam. In his address during the ceremony, DirectorCheng emphasized that the continuously evolving society of Macao has brought about considerable difficulties and challenges for correctionalservices. Therefore, the Bureau, bearingthe SAR Government’s policy of “Unity and Efforts, Change and Innovation” inmind, must keep pace with the times and strive to modernize correctionaladministration. Director Cheng also expressed hope that the promotees, who formthe new backbone of the Prison Guard Corps, can uphold their original beliefs, proactively seeking positive changes on their new post and conscientiously contributing to the optimization ofprison administration without any fear of challenges. Wrapping up his address, Director Cheng thanked the entirestaff of the Bureau for the hard work to prevent and combat the COVID-19epidemic, and encouraged them to continue to stick to their missions, fight theepidemic in solidarity and ensure the safety of Coloane Prison and the Youth CorrectionalInstitution and the physical and mental wellbeing of the inmates and thejuvenile delinquents.

To fill the vacancies of officers within the manning quota, the Correctional ServicesBureau conducted the internal promotion examination at the end of2018. In accordance with the promotion system for prison guards, the promotees had completed and passed a 4-month professional training program, in addition to visiting the Grangdong Prison Administrative Bureau and the HongKong Correctional Services Department for exchangeand training. The training program covered: on-duty officer’smanagement duties, security facility management and risk assessment, crisismanagement, tactical anti-riot response, elementary course on negotiationskills, trends and management concerning drug offences, prison affairs planningand management, public relations practices, coordinated command, supervisionand management, as well as criminal psychology.
