Correctional Services Bureau Holds Superintendents’ Swearing-in Ceremony (2021-03-10)

On 10 March morning, the Correctional Services Bureau held the superintendents’ swearing-in ceremony at Coloane Prison. Hosted by Director Cheng Fong Meng, the ceremony saw the six new superintendents – Pang Chi Fai, Leong Kun Lim, Fan Ka Man, Lei Fu On, Chan Sio Pan and Ko Sai Hou – take the oath of office in the presence of Deputy Director Chio Song Un, Acting Director of Coloane Prison Lam Kam Sau, Director of Youth Correctional Institution Yu Pui Lam, Head of Organization, Information and Resources Management Department Wong Mio Leng, among other members of the Bureau’s management.

At the ceremony, Director Cheng Fong Meng remarked on how the complexity and mutability of the present-day social situation and environment has brought increasing challenges and tests to correctional staff. Consequently, the Bureau must keep abreast of the times, transform challenges into opportunities, thoroughly implement the SAR Government’s governance philosophy of “Unity and Efforts, Change and Innovation”, relentlessly optimize correctional administration and unreservedly devote itself to constructing a team of correctional personnel with integrity, high efficiency and professionalism that can more effectively fulfill the missions of correctional services. This promotion of personnel to the rank of superintendent has optimized the structure of the Prison Guard Corps, strengthened its managerial ranks, as well as facilitated the continual upgrade of the standards of correctional administration. Furthermore, Director Cheng urged the new superintendents to always remember the missions of correctional services, remain conscientious at their new positions, set a good example, be willing to take charge, skilled in the enforcement of the law and fearless of challenges, and work synergistically with colleagues to contribute to prison security and administration and the stable and long-term development of correctional services.

The superintendents sworn in at the ceremony all passed the promotion examination conducted in accordance with the prison guards’ promotion system, and completed a five-month professional training program that covered modern prison management, crisis management, human resources management, comprehensive quality management, information management system, introduction to criminal procedure law and the judicial organs, overview of international human rights conventions, public relations management and strategies, as well as prison guards’ ethical integrity.
