A 26-person delegation headed by Deputy Director of the Correctional Services Bureau Lei Iat Meng visited Foshan on 15 to 18 September to attend the Guangdong-Hong Kong-Macao Prison Corrections Academic and Sports Exchange Conference 2025 organized by the Prison Administration of Guangdong Province. The conference saw over 90 representatives from the Beijing Municipal Administration of Prisons, the Prison Administration of Guangdong Province, the Hong Kong Correctional Services Department and the Correctional Services Bureau of Macao gather together in Foshan, presenting papers and sharing work experiences surrounding the theme of “Educating and Reforming Offenders with Care and Dedication”. The in-depth discussions and exchanges among the representatives effectively facilitated the sustained development of correctional services in the three places. In addition, sports competitions were also arranged during the conference, cultivating friendship and camaraderie among the representatives.
The conference is alternately held every two years by the prison and correctional departments in Guangdong, Hong Kong and Macao and serves as a permanent platform of exchange of ideas and sharing of work experiences among peers in the three jurisdictions. The conference this year saw attendees have in-depth discussions surrounding the theme as well as three agenda items: “How to enhance the precision of offender classification and management”, “How to assist offenders in establishing correct values and preparing for reintegration into society”, and “How to strengthen family connections and community support to improve the effectiveness of the reintegration of offenders into society”. Members of the Correctional Services Bureau’s delegation delivered keynote speeches on the agenda items, including exploring the feasibility of establishing an inmate classification and risk assessment system, sharing Coloane Prison’s multi-faceted intervention strategies through drawing on the Bureau’s practical experiences, and discussing how to enhance the effectiveness of inmates’ social reintegration with strengthened family ties and community support.
During the conference, the delegation also visited Gaoming Prison, gaining firsthand insights into the mode of its management and operation.In addition, representatives from Guangdong, Hong Kong, and Macao engaged in sports exchanges, including basketball, badminton, and darts. The sports competitions fostered camaraderie and promoted a culture of health and wellness among prison and correctional personnel from the three regions.
In today’s complex and ever-changing social landscape, correctional work faces diverse and evolving challenges. Continuously deepening regional professional exchanges and cooperation and sharing work experiences and achievements are crucial to advancing the sustained, high-quality development of the correctional sector. This conference further consolidated the exchange mechanisms among correctional departments in the Greater Bay Area, fostering continuous efforts to steer correctional work toward a more forward-looking and innovative direction.
