Response of the Correctional Services Bureau to the Case of Fraud and Forgery of Document Detected by the Commission Against Corruption (2025-10-08)

 

The Correctional Services Bureau previously received a complaint and a notification from the Commission Against Corruption that a doctor employed by the Bureau had allegedly abused sick leave to defraud salary and engaged in unauthorized part-time work. The doctor’s behavior is suspected to have constituted the crimes of fraud and forgery of document under the Penal Code. In response to the incident, the Correctional Services Bureau has immediately initiated a disciplinary procedure against the staff member involved and is actively cooperating with the Commission Against Corruption’s investigation. At present, the Commission Against Corruption has transferred the aforementioned criminal case to the Public Prosecutions Office for investigation, and the Bureau will continue to fully cooperate with judicial authorities in the matter.

 

The Correctional Services Bureau is highly concerned with the incident. Following the receipt of the abovementioned complaint and the notification from the Commission Against Corruption, the Bureau has promptly conducted a comprehensive review into the mechanism for management of the sick leave of its staff members and further strengthened internal oversight, including carrying out home visits and verification of illness together with Health Bureau personnel and lawfully sending cases with suspected fraudulent elements to the Health Bureau’s Health Examination Committee for further examination so as to prevent abuse of sick leave and defraudation of public money. The Bureau has also urged the heads of its subsidiary units and subordinate entities to step up their supervisory duties and required all its staff members to conscientiously fulfill the obligations of public servants and abide by the law.

 

The Correctional Services Bureau reiterates its zero-tolerance policy toward any illegal activities or disciplinary violations by its staff. All such cases will be handled rigorously in accordance with the law, and no leniency will be shown.
