Correctional Services Bureau Holds Prison Guards’ Swearing-in Ceremony (2025-07-30)

On 30 July morning, the Correctional Services Bureau held the swearing-in ceremony for 55 prison guards of scale 1 on its premises. Director Cheng Fong Meng hosted the ceremony and administered the oaths taken by the new prison guards in the sight of Deputy Director Lei Iat Meng, Director of Coloane Prison Lam Kam Sau, Director of the Youth Correctional Institution Yu Pui Lam, Department Head Wong Mio Leng and other management personnel.

In his address during the ceremony, Director Cheng Fong Meng remarked that prison guards, as enforcers of the law within correctional facilities, have always fulfilled their duties diligently and remained unyieldingly committed to ensuring prison safety and effectively performing correctional duties. The 55 newly recruited prison guards will help alleviate the current staffing shortages as well as strengthen and energize the team of prison guards. He then expressed his hopes that the new prison guards will apply their training in their future work, fearlessly face challenges, remain proactive, and conscientiously discharge their duties with loyalty, integrity, and selflessness. At all times, the new recruits should demonstrate the professionalism and positive image of prison guards, uphold the dignity and reputation of the Corps of Prison Guards and strive to become outstanding prison personnel. Correctional work is a long and arduous journey. Prison guards not only shoulder the missions of upholding the authority of the law, promoting social justice and preventing crimes, but are also responsible for assisting inmates in reforming themselves and rebuilding their lives. The Correctional Services Bureau will continue to fully implement the Macao Special Administrative Region Government’s governance philosophy of “Together, We Strive to Innovate with Integrity” and the security sector’s policy objectives. Adhering to the three policing philosophies of “proactive policing”, “community policing”, and “proximity policing”, the Bureau will steadfastly carry out its statutory responsibilities, continuously enhance the professional and management standards of its correctional services, ensure the safety in correctional facilities, actively mobilize social resources to assist inmates and juvenile delinquents in reintegrating into society and reduce recidivism rates, as well as make the contribution to building a “Law-based Macao” and safeguarding the harmony and stability of society.

The 55 prison guards sworn in this time – 43 males and 12 males – all successfully completed the 9-month initial training program that comprised three stages – basic training, professional training and internship. The curriculum of program mainly included: physical fitness and shooting training, professional knowledge of prison management, integrity and professional ethics, and related laws and regulations.
