Correctional Services Bureau Holds Chief Officers’ Promotion Ceremony (2025-11-20)

The Correctional Services Bureau held a chief officers’ promotion ceremony on 20 November 2025 afternoon on its premises. With Director Cheng Fong Meng hosting and administering the oath, the ceremony was conducted in the sight of Deputy Director Lei Iat Meng and other management personnel of the Bureau.

Director Cheng Fong Meng stated at the ceremony that the eight newly promoted chief officers had stood out in the promotion examination due to their years of exceptional dedication and extensive experience in prison management; they also possessed the professional qualifications and capabilities required for the role of chief officers as they had successfully completed the promotion training and internship program. Director Cheng added that from the moment the new shoulder boards were placed on the freshly promoted chief officers, they would begin to assume even greater responsibilities; therefore, the Director urged the new chief officers to remain steadfast in their original aspirations and beliefs, fulfill their duties with loyalty, uphold integrity in their public service, and work tirelessly in unity with the rest of the prison guards for the advancement of correctional services. He also emphasized that with the continuous development of society, correctional work faces various new challenges. The Correctional Services Bureau will thus continue to strengthen its team construction efforts and enhance correctional personnel’s professional competence and management efficiency in order to allow for its more effective implementation of correctional duties and greater contributions to the protection of social harmony and stability in Macao.

Eight persons have been promoted to the rank of chief officer this time – Lai Chi Meng, Leng Wai Teng, U Ka Hoi, Chou Ka Chon, Tang Chong Leng, Lo Cheok Wai, Che Wong Fat and Ng Cheok Wai. All the abovementioned new chief officers completed, with passing grades, a promotion training and internship program lasting over six months altogether. The program mainly encompassed the following subjects: modern prison administration, security intelligence, negotiation planning, trends and control of drug crimes, public administration, public service laws, and event planning and coordination.
