The Correctional Services Bureau held on 17 August 2026 the swearing-in ceremony for two new members of its management, which saw Head of Resources and Information Management Department Tang Man Sam and Head of Social Assistance, Education and Training Division Mak Kam Sim take the oath of office administered by Acting Director Lei Chong Man. The ceremony, hosted by the Acting Director, was conducted in the sight of Acting Deputy Director Loi Kam Wan and other management personnel of the Bureau.

 

In his address, Acting Director Lei Chong Man congratulated the two new heads, acknowledging their professional competence and achievements, and urging them to always remember the Secretary for Security’s solemn advice to “Exercise Self-discipline in Solitude, Prudence in Small Matters, and Vigilance from the Very Beginning”, stay true to their original aspiration of serving the people, keep their duties and missions firmly in mind, take on responsibilities with proactivity, and uphold integrity and ethical conduct as they continue to leverage their talents, lead their teams in innovation and the pursuit of excellence, strengthen coordination and cooperation, and efficiently fulfill their correctional responsibilities. Acting Director Lei expressed his hopes for the two new heads to, on their new supervisory roles, properly make plans for, manage and utilize the resources and infrastructure of the Bureau and deepen technological empowerment through such ways as enhancing the application of information technology and smart prison initiatives, as well as to provide quality social work and psychological support, formal education and vocational training to assist inmates and juvenile delinquents in reforming themselves and reintegrating into society. Acting Director Lei also encouraged all staff members to build on existing achievements and maintain a pragmatic approach to work, fully implement the governance philosophy of “Together, We Strive to Innovate with Integrity” adopted by the SAR Government and the principle of “Protecting the Country and Safeguarding Macao through Loyal and Dedicated Service” upheld by the security branch of Government, adhere to correctional personnel’s creed of being “Loyal, Responsible and Fearless of Challenges”, and with a spirit of perseverance, resilience, and a strong sense of responsibility, work in solidarity to promote the steady and sustainable development of correctional services and contribute to the maintenance of the harmony and stability of Macao’s society.

 

Department Head Tang Man Sam, holder of a Bachelor of Business Administration, joined the Correctional Services Bureau in 2003 and was appointed the Head of Finance and Property Division in 2009. In July 2025, she became the Acting Head of Resources and Information Management Department. During her tenure at the Bureau, Department Head Tang has completed multiple courses, including ones on public procurement and expenditure budget implementation, information security, policy formulation and implementation, public administration practices: financial management (advanced), and logistics management. She previously received an individual award and a group award for her contributions. 

 

Division Head Mak Kam Sim, holder of a Bachelor of Social Work and a Master of Public Administration, joined the Correctional Services Bureau in 2003, and became a team leader in 2018 and the Acting Head of Social Assistance, Education and Training Division in October 2025. Over her years of service at the Bureau, Division Head Mak has completed multiple courses, including the ones concerning basic drug abuse prevention and treatment training, gambling and criminal psychology, the professional certificate in gambling counseling (PCGC) and art brut therapy in Macao, as well as the qualification course for government division heads. She was previously commended with the individual award twice, and received collective praise alongside other members of her team on one occasion.
